Jeff Kolin

Jeff Kolin has served as City Manager in three California Cities, Beverly Hills from 2010 to 2015,  Santa Rosa from 2000 to 2009 and Pittsburg from 1996 to 2000. Jeff’s 38 year public service career has included eight California cities, one California County and one California recreation and park district.

Jeff is a Senior Advisor with MuniServices and currently serves as President of Sage Hill Partners, Inc. a California corporation established in 2016 to provide business and local government consulting services.

Jeff guided the City of Santa Rosa’s efforts to permit and license some of the first medical cannabis dispensaries in the North Bay,  His career included the development and completion of numerous complex capital projects, including the Geysers Waste Water Pipeline and Reuse Project in Santa Rosa, the Prince Memorial Greenway and Santa Rosa Creek Restoration in Santa Rosa, design and construction of the Pittsburg Civic Center and creation of the Pittsburg Power Company, one of the only Municipal Gas and Electric Utilities created in the State of California in the last 50 years.

Jeff was recognized by the California City Managers Foundation in 2014 for his Outstanding Service to the Profession. Jeff continues to serve as an instructor for the California City Mangers Foundation’s Mid Career City Managers Seminars.  He served as President of the League of California Cities City Managers Department in 2008 and as a member of the League of California Cities Board of Directors from 2009 -2011. Jeff has been a credentialed City Manager through the International City County Managers Association since 2003. Jeff has been a strong supporter of professional City Management and the Council Manager form of government. He served on the Board of the California City Mangers Foundation from 2005 to 2015 and as the Foundations Vice President from 2013 to 2015. Jeff currently serves as a Board Member of the Santa Rosa Memorial Hospital, the Santa Rosa Junior College Foundation and is a strategic advisor to the Santa Rosa Southeast Greenway Committee working to create a 52 acre greenway and trail.

Jeff has Bachelors and Masters Degrees in Sociology from Long Beach State University.
