President, Olivito and Associates
Sam is the retired Executive Director of the California Contract Cities Association serving since 1983 until July 1st 2016 representing as many as 82 of the contracting cities statewide. He managed a highly skilled professional staff of legislative, communications and public relations experts. Olivito was also engaged by the Western Carwash Association for over 26 years representing twelve (12) Western States with a membership of over 1,300 full and self-service car wash members. Olivito provided the same level of client service in the administrative, legislative and communications field to a variety of audiences.
Olivito provided management and administrative expertise in governmental relations, public affairs, public relations, financial planning and allocation of fiscal resources. He has comprehensive experience in analyzing legislation, fiscal appropriations and their effects on the public and private sectors.
Olivito continued guiding the CCCA as the political force it has been since its inception in 1957 providing a unified voice for all contract cities. Olivito kept the focus on education, networking, advocacy and collaborative governance, among cities relative to the provision of the most cost effective and efficient delivery of municipal services
Olivito continues to provide his expertise as a consultant for strategic planning, government relations, through personal contacts to public and private entities as Olivito and Associates. He facilitates networking for problem solving and lobbying on pertinent issues of community interest.
